E-invoicing in Norway

Norway has been a pioneer in B2G e-invoicing, with mandates implemented progressively. While not yet mandatory, e-invoicing is widely adopted for B2B transactions, with PEPPOL as the standard.

B2G e-invoicing

Since April 1, 2019, all invoices to the public sector (government agencies, municipalities, and regions) must be electronic

While not mandatory, B2C e-invoicing is widely used in Norway due to its efficiency and accuracy

Consumers can receive electronic invoices via their online banking services (AvtaleGiro and eFaktura) as well as through the mobile payment app, VIPPS. Additionally, municipalities can utilise DPI (Digital Postkasse Innbygger) as a delivery option

Norway has implemented the 'Yes to All' register ('Ja takk til alle - Alltid eFaktura'), allowing consumers to express their preference to receive all invoices as e-invoices

VAT and compliance considerations

Altinn is Norway's central portal for digital reporting to public authorities. While Peppol is used for e-invoice transmission, Altinn handles related reporting and other business communications

Invoice authenticity, integrity, and readability must be ensured, which is typically done through PEPPOL compliance and format validation

E-invoices must comply with Norwegian VAT laws and be stored for five years as per Norwegian bookkeeping regulations
